Role of the Central Office
State General Funded Services are coordinated through both the Central Office and the five Regional Offices. The role of the Central Office is to incorporate feedback from the DDSD management, the Regional Offices and the Providers to create and distribute the Service Definitions and Standards. Along with other duties, sending out the Request for Proposals (RFP) is primary.
Request for Proposal (RFP) process
The Central Office also drafts and coordinates the Request for Proposal process. A Request for Proposals starts when existing providers' contracts are expiring and/or when new services or programs are proposed. Although state appropriations have been consistent, they have not increased for a period of years. All services are based on the level of funding appropriated by the State Legislature. Role of the Regional Offices
Although the Central Office may provide specific interpretations of the Service Standards, the Regional Offices' role is to provide technical assistance to Providers regarding regional and/or client specific issues. The Regional Offices also provide lists of eligible clients to the Providers in their region and monitor the programs' billing, client and overall performance. The Regional Offices review the quarterly reports, respond to and refer crises and identify issues that need to be addressed through a systemic or policy change. Regional Offices participate in budget utilization reviews and in contract negotiations with Providers. They are the point of contact with the Provider network and with individuals and families in the five regions of the state.
