Budget Utilization
State General Funded Budget Utilization refers to the process by which the Developmental Disabilities Supports Division reviews the amount of services provided over a period of time in comparison to the amount of services that have been contracted to be provided over that same time period. The state now reviews utilization on a quarterly basis.
Quarterly Review of Provider Use of SGF Funds
The Regional Office and the Central Office staff will review the billings submitted over the quarter to determine whether or not the Provider will be able to provide the maximum amount of service for the budget allotted for that service category. This type of analysis allows the state to determine if the budgeted money will be able to be used to provide services in a given quarter or year.
Provider Midyear Utilization Review
At the midyear utilization review, Providers who have underutilized funds may have their budget decreased or increased in the amount commensurate with their actual utilization rate. Money that is not used by the end of the fiscal year will not be able to be utilized by the state and the state's subsequent fiscal year's budget may be decreased by the amount of money that was not spent on services. In order to provide the most services and the highest quality services to individuals with developmental disabilities, the state has the option of moving the underutilized funds to a Provider who has demonstrated through current and previous years that he or she is able to provide good services in a consistent manner. On a case by case basis, Providers are given the opportunity to submit a plan for increasing service utilization at this time.
