Service Delivery Structure
State General Funded Services are provided through Regional and statewide Providers who have been awarded contracts through the Department of Health, Developmental Disabilities Supports Division. Services are administered through the Regional Offices and the rates paid to Providers are consistent across the state. The budgets that are set-aside for Providers are based on the amount appropriated to the State General Fund from the State Legislature. See Regional and Central Office Roles.
What Are Service "Slots?"
Rather than directly funding individuals or families, the Adult State General Fund contract budgets are based on the number of persons that could be served over a 12-month period, given the monthly service rate for a person per month of service over a twelve-month period. These budget units are called "slots" and they are only used in calculating budgets for residential and vocational services. Other State General Funded Services such as respite and self-directed services are based on a maximum per year allotment. Respite services are based on 200 hours of service per person per year, as a maximum allotment. Exceptions may be made on a case-by-case basis. Self-Directed service budgets are based on yearly support plans but may not exceed $2,600 per service plan year.
